Seoul, July 20 - The EUCCK Intellectual Property Rights Committee organized a luncheon meeting on the ¡°Industry¡¯s Outlook on Korea¡¯s IPR Situation & the Korean Government¡¯s Future Plans to Abate Counterfeiting and Piracy¡±with Mr. Kim Young Kim the Director General of the Clearance Facilitation Bureau, Korea Custom Service (KCS).

Mr. Kim began his speech by saying that KCS is playing an active role in the national battle against the illegal import or export of counterfeits or copyright goods. "KCS was awarded with the ¡°World Customs Organization (WCO) Trophy 2006¡± in recognition to our efforts and achievements to protecting IPR," he said. Mr. Kim insisted that KCS¡¯ strategic investigation mechanisms and IPR protection campaigns to crack down on IPR infringement were among the main reasons why the Korean Custom recieve such acclaim from the WCO. According to Mr. Kim, the investigation results from January to June of this year alone, KCS seized 566 cases, worth USD 750mil, which is 3 times the amount of cases from the previous year. Percentage by items indicates that watches (32%), electrical commodities (24%), bags (20%), and clothing (18%) were seized, respectively.

EUCCK-MOJ, Team Up to Uphold IPR Protection  
 
The Ministry of Justice (MOJ) is hosting a joint forum on Intellectual Property Rights (IPR) protection with the European Union Chamber to review the current criminal enforcement system and to discuss practical strategies and shared challenges posed by the domestic trade in counterfeit and pirated products that is threatening economic development, consumers¡¯ health and safety, and fair trade.

The following is a summary of the parallel import report for July 2006. Detailed analysis and statistics will be sent out to the IPR Committee members individually by e-mail.

According to the analysis by goods, the leather goods category (including leather bags) were the most parallel imported goods.
 
EUCCK to Launch an IPR Protection Campaign  
  Today in Korea, many still consider counterfeiting and piracy as a victimless crime and the scope of the problem is highly underestimated. The high demand for counterfeit and pirated goods as well as the large supply of these items question whether the general public understand the seriousness of Intellectual Property Rights infringement.


 
   
 
EUROCHAM in Vietnam: A Look at Vietnams' IP Situation  
 
The Intellectual Property Rights Working Group of the European Chamber of Commerce in Vietnam is committed to increase IPR awareness, prepare testimony and position statements, cooperate on draft legislation, and deliver expert testimony before the Vietnamese authorities in order to bring Vietnam in line with the global standards, enforce the legislation and reduces counterfeiting.
 
 
BURBERRY Fights IPR Violation  
 
Burberry, a member of the EUCCK IPR Committee has a global intellectual department made up of 15 full time staff members that works with lawyers, investigators and law enforcement to prosecute counterfeiters whenever possible.

 
 
Seoul Customs Strive to Crack Down Counterfeits on the Internet  
  "Online trade in counterfeit goods has been on the rise, recently," said Mr. Woon Ho Song, Senior Investigator of the Investigation Office of the Seoul Main Customs,during an interview with the EUCCK IPR Committee. According to Mr. Song, the online trade of counterfeit goods exceeded offline trade in 2005. Since, 2004, counterfeit goods have accounted for more than 80 percent of goods seized in cyber smuggling enforcement activities in monetary terms. During the last three year, the number of seizures of cyber smuggling crackdowns by the Seoul Main Customs roles by an annual average of 276 percent in quantity and 455 percent in volume.


 
 
KIPO provides civil service focused on customers
 
  Last May, KIPO turned into a self-financing executive agency, the first such agency in Korea. To secure competitiveness in civil areas, the office announced that it will provide service that can impress the customers, and last June, it established a new customer support bureau to organize a customer-oriented service system.
 
KIPO provides information on standardized patent
 
  patent for technology that has been selected as an international standard, can not only win the world¡¯s market within a short period of time, but also generate royalty fees for the owner of the patent.
 
KIPO attracts 118 US PCT applications during the first half of this year
 
  According to KIPO (Commissioner: JUN, Sang Woo), the office has attracted 118 examinations for PCT applications received by US during the first half of this year.
 
KIPO¡¯s electronic civil affairs service gets upgraded to another level
 
  On July 31st, KIPO (Commissioner: JUN, Sang Woo) announced that the office has introduced an upgraded ¡®Electronic Civil Affairs Service¡¯ corner.
 
KIPO publishes a ¡®White Paper on Brand Support Projects for Local Government¡¯
 
  On July 14th, KIPO (Commissioner: JUN, Sang Woo) published a white paper covering the contents and accomplishments of ¡®Brand Support Projects for Local Government¡¯, which the agency has been promoting since 2002 to activate local economies by creating intellectual properties.

For the Love of Luxury: "Vincent"  
  Recently, the so-called ¡®Vincent¡¯ sham, created an amusing surprise in Korea. The story involves a Korean manufacturer arrested and charged for selling cheap watches, manufactured locally as foreign made luxury items with a brand name called ¡®Vincent¡¯. The president of ¡®Vincent & Co.¡¯ used an import declaration to disguise his products under foreign-origin brands, by exporting assembling components from Korea, exporting them to Switzerland and importing them again to Korea.

 
WHO Estimates 8-10 % of Pharmaceuticals Sold Worldwide are Counterfeit  
  The World Health Organization estimates 8 percent to 10 percent of pharmaceuticals sold worldwide are counterfeit. And this is increasing. Counterfeit sales are expected to reach $75 billion by 2010 -- up 92 percent from this year.
