Seoul, September 19 - The EUCCK IPR Committee invited Cheol Kyu Hwang, Director/Senior Prosecutor of the International Criminal Investigation Division, Ministry of Justice (MOJ) to a luncheon meeting entitled ¡°Protecting the Creativity, Innovation, and Security of Korea¡¯s Foreign Business Community¡± to address members with the current measures and future plans the government is taking to curb counterfeiting and piracy. According to Mr. Hwang, MOJ and the prosecutors are particularly cracking down on intellectual property right infringements to resolve trade conflicts and build the foundation for knowledge-based industries. He noted severe punishment is being levied on anyone who infringes intellectual property right, taking criminal history and the degree of such infringement into consideration.


Inaugural Meeting with EU Ambassador to S. Korea  
 
The IPR Committee along with the other sectorial committees of the EUCCK is holding an inaugural meeting with H.E. Mr. Brian McDonald, the newly appointed Ambassador, Head of Delegation with the European Commission to the Republic of Korea to gather information on the 'Latest Development of EU-Korea FTA Discussions', 'Present Current Trade Issues Influencing the EU Business Community' by each committee director or manager at the EC Delegation Headquarters in Seoul on November 9th.

 
IPR Committee Invites the Commissioner of the Korea National Police Agency  
 
The IPR Committee is organizing a luncheon meeting with Mr. Taek Soon Lee , Commissioner of the Korea National Police Agency (KNPA) to listen to the KNPA¡¯s current to their current IPR Protection policies and future action plans. The IPR Committee kindly requests for members to join this upcoming event so to provide the KNPA with feedback on the recent IPR enforcement activities and to recommend ways to improve KNPA's future IPR protection operations.

 
EUCCK: Parallel Import Goods Report for September 2006  
 
The following is a summary of the parallel import report for September 2006. Detailed analysis and statistics will be sent out to the IPR Committee members individually by e-mail.

The Parallel Import trend of European brands for September 2006 is similar to that of last month. The ¡®Leather goods¡¯ category (including leather bags) came in first among all categories with the largest amount of PI goods followed by the ¡®Garments and Clothes¡¯ category, coming in second.
 
 
Franco Thai Chamber of Commerce Evaluates Thailand's IPR Situation  
 
¡° According to EBO representative of Franco Thai Chamber of Commerce (FTCC), Thailand is a leader for exporting counterfeit goods to Europe. 2003 statistics from DG TAXUD (European Commission) show that Thailand is in average the country of origin n¡Æ1 by number of cases for fake products seized at EU borders (28%).

Asialaw, an eminent law magazine covering the Asia-Pacific region, surveyed more than 5,000 private-practice lawyers in multiple jurisdictions about workplace conditions. Asialaw combined analysis of the surveyed information with independent editorial research in order to produce rankings for each jurisdiction.

 
 
"Tough Action"  
  "The Ministry of Justice is taking effective steps to stop the infringement of intellectual property rights (IPR) and protect the interests of the foreign investors in the country," cites Mr. Hwang Cheol-Kyu, Director/Senior Prosecutor, International Criminal Affairs Division during an exclusive interview with the EUCCK.
The International Criminal Affairs Division in the Ministry of Justice holds various responsibilities, including extradition, criminal justice cooperation, protection of international intellectual property rights (IPR) and prevention of money laundering.

 
 
KCS, offering customer-oriented service based on "Companionship"
 
  As part of customer-oriented administrative services, the KCS plans to launch a notification service for foreign trade vessels starting Sep. 28, 2006. When a foreign trade vessel fails to submit a manifest in entry declaration, the KCS will notify it to the vessel company. This is expected to prevent the imposition of fines for missing a manifest and help reduce logistics cost of foreign trade vessel companies.
 
KCS: Plans to dispatch a customs expert to APEC
 
  The Korea Customs Service(KCS) plans to dispatch a customs expert to the APEC TRS(Time Release Study) Workshop held in Papua New Guinea on coming Oct. 24 to 26, to share its expertise and experience in the customs administrative information system and TRS.
 
KCS, signing an MOU with KOTRA to speed up exportation of UNI-PASS
 
  Content The KCS and KOTRA signed an MOU at Seoul Customs House on Sep. 15, 2006 to foster export of UNI-PASS, the Korea Customs e-Clearance System, and to disseminate worldwide advanced customs techniques of the KCS.

  RAs the first governmental agency to introduce and operate a home-based work system, KIPO (Commissioner: JUN, Sang Woo) published a casebook describing practical home-based work experiences in detail.
 
KIPO:More and more foreign trademarks are advancing to Korea under Madrid System
 
  Using the one-time application system of trademarks for multinational registration, a process that allows applicants to register their trademarks in many countries simultaneously using a single document, foreign trademarks are increasingly advancing to Korea, increasing at a rate more than 30% every year. This type of multinational trademark registration focuses on electric, electronic, communication, and clothing areas.

China made 50 percent of the counterfeit goods seized in the EU in 2005  
  China made 50 percent of the counterfeit goods seized in the European Union in the first 11 months of last year down from 70 percent in 2004, according to the EU Tax and Customs Commission. Of $138 million in knockoffs confiscated by U.S. Customs in 2004, 63 percent came from China.
