November 23, Seoul-The EUCCK IPR Committee organized a luncheon meeting with Captain Don Won Yoon of the Intellectual Criminal Investigation Division of the Korea National Police Agency (KNPA), Lieutenant Sung Wook Kim and Officer Ki Soo Shim of the KNPA Kwanak Division to receive up-to-date reports on the recent outcome of the intensive enforcement activities held from August 21st to October 27th to discuss further ways of cooperation between the police and companies to enhance the efficiency of such investigations in the forthcoming years. Police say 6447 people were taken into custody for being involved in IPR infringement activities during the enforcement period (68 days). Among them, 103 were arrested and 6344 were indicted without restraint.


The 2nd IPR Protection Council Meeting with the MOJ  
 
Thus, in cooperation with the Ministry of Justice and on behalf of the council members, the European Chamber of Commerce in Korea (EUCCK) will organize a follow-up IPR Protection Council meeting . The European Commission Delegation, US Embassy, American Chamber of Commerce in Korea, Japanese Embassy, Japan External Trade Organization and the European Union Chamber of Commerce in Korea (council members) will be joining the MOJ and Ministry of Foreign Affairs and Trade (MOFAT) for another round of discussions on December 13th.

 
Trade Issues & Recommendations 2007  
 
EUCCK is launching its yearly Trade Issues & Recommendations exercise for 2007. This year, along with the Trade Issues position papers, we will handle a separate portion for the discussion of a EU-Korea Free Trade Agreement ( FTA ).

 
October 2006 Parallel Import Abstract  
 
The following is a summary of the parallel import report for October 2006. Detailed analysis and statistics will be sent out to the IPR Committee members individually by e-mail.

The total amount of European PI goods ccumalated for Octobers is 100,081,584 with an import frequency (showing how many parallel importers exist for a brand concerned) of 5,494.

 
 
EUCCT Concerned Over Taiwan's Current IPR Scheme  
 
The European Chamber of Commerce in Taipei (EUCCT) states the biggest impediment to IPR protection today in Taiwan is clearly the courts and the prosecutors. In its recent 2006-2007 position papers for IPR, the EUCCT points out that Taiwan courts are hesitant to compel the production of evidence necessary to establish the scope and nature of infringing acts. The EUCCT recommends for the Executive Yuan (ú¼ïÙêÂ), the executive branch of the government of Taiwan to take aggressive action against violations of the TRIPs agreement by amending current legislations that have no effect.

 
 
Training Officers  
 
November 15, Daejon - Members of the EUCCK IPR Committee are closely cooperating with government by providing training activities and information on a wide range of issues related to IP enforcement at the national level. Adidas Korea and Burberry Korea participated in the International Intellectual Property Training Program hosted by KIPO to teach officials of the Korea Intellectual Property Office (KIPO), Korea National Police Agency (KNPA), Korea Customs Service (KCS) and the Supreme Prosecutors' Office (SPO) on how to discriminate between counterfeit and genuine goods.

 
 
OHIM, "How to Efficiently Protect TM and Designs in the EU"  
  The Delegation of the EU Commission to Korea, the Korea International Trade Association and the EU Office for Harmonization in the Internal Market (OHIM) hosted a seminar for Korean companies that are planning to enter the EU market on how to efficiently protect trade marks and designs in the EU .

 
 
KCS: Cracks Down on Counterfeit Goods
 
  The Korea Customs Service (KCS) has consummated its "Roadmap for Promoting Advancement in Intellectual Property (IP) Rights Protection" goal aimed for 2008 on Nov. 22 to use of new customs processes to crack down on counterfeit goods brought into the nation by travelers.
KCS expects the plan to go into effect from 2007 at the earliest.

 
KIPO:Top 10 Firms Apply for 42.7% of Domestic Patents
 
  42.7 percent of total patent applications registered in Korea last year were made by the top ten domestic corporations, including Samsung Electronics.

 
Discount for registration fee for semiconductor layout design
 
  Applicants will no longer have to pay the application fee (KRW 50,000 / USD 52) when applying for registration of a semiconductor layout design. They will also receive a discount for the registration fee, paying only KRW 100,000 (USD 104) instead of the previous KRW 300,000 (USD 312).

 
KIPO: On-line interview application service for patent examiners
 
  Patent applicants will be able to apply for interviews with patent examiners at anytime. Until now, applicants applied for interviews by calling the examiners on the phone during office hours. Applicants will now be able to request interviews on-line at their convenience.

American Forces PX Employee Caught Smuggling Duty Free Beer  
  Seoul Customs arrested a Korean employee (age 33) of the American Forces Post Exchange (PX) and indicted three others without physical restraint for smuggling 700 million KRW worth of duty free beer and distributing in the Korean market. Officials have issued search warrants for two other including the distributor of the smuggled goods upon the violation of Customs law.
